The Grants Office secured a fully-funded multi-million dollar grant from the Coastal Protection and Restoration Authority (CPRA) for the construction of the Magnolia Ridge Levee and Roadway Improvement project in Boutte.

This project is in the Magnolia Ridge Phase of the West Bank Hurricane Protection Levee. It is also part of the state’s regional flood protection project called the Upper Barataria Risk Reduction System that will provide flood protection from Luling to Raceland.

“I wish to thank the Coastal Protection and Restoration Authority for recognizing the value of the Magnolia Ridge Project to our community, and to completing our West Bank Hurricane Protection Levee,” said Parish President Larry Cochran. “We will continue working very hard on hurricane protection and I assure you that flood protection remains a top priority. This funding will help us continue construction along the Magnolia Phase of the levee.”

The funding is coming from the State of Louisiana’s Gulf of Mexico Energy Security Act (GOMESA) allocation. The project scope includes earthen levee improvements, installation of a roadway, and canal shaping along a 2.5 mile segment in the Magnolia Ridge phase.

Construction will begin this summer and is expected to be completed by September 2020.

“The parish has been working closely with CPRA for a number of years and we are seeing the benefits of that working relationship,” said Grants Officer Carla Chiasson. “CPRA’s annual plan has funding allocated to various flood protection projects in St. Charles Parish over the next few years, which will help keep the momentum going for the West Bank Hurricane Protection Levee.”

Construction bids for the project were opened on May 14, 2019, and the lowest bid received was from Pontchartrain Partners, LLC in the amount of $2,399,905.00.

The contract was introduced at the Council Meeting on June 3 and public hearing is scheduled for June 17.
