READ THE TEXT OF PARISH PRESIDENT COCHRAN'S REMARKS AT THE SPILLWAY OPENING

St. Charles Parish President Larry Cochran and other officials joined the Army Corps of Engineers at a press conference to open the Bonnet Carre Spillway at 10 a.m. on March 8. Below is the text of his remarks:

"Good morning. I want to first thank the Army Corps of Engineers for allowing me time to speak. 

Each time the Bonnet Carre’ Spillway is opened, visitors from around the country flock to see this structure fulfill it’s purpose… and I am glad that you all could be with us as it is opened for only the 12th time in history.

Like the Army Corps, we know that flood protection is essential to the residents of South Louisiana and although it’s been only two years since the spillway was last opened, it’s been two years full of progress on levees and drainage in St. Charles Parish. Since 2016, we have fully completed three phases of our West Bank Hurricane Protection Levee that includes a new pump station, a t-wall and portions of earthen levee…and another three phases are under construction as I speak.

But today we are standing here together to let our residents know that the Army Corps of Engineers, St. Charles Parish, our levee districts and our regional partners work together for the same goal: the protection of our people. Each of us considers the other, consults the other and listens to the many concerns that are brought to the table when a decision like opening the spillway is made or when the river is high. This is what a true partnership looks like.

Again I want to thank the Corps and the many other agencies that were a part of this today. Thank you for your work and for your commitment to the safety of this region. Thank you."
